Opaque, permanent identifiers.

An ipso identifier names one thing. It is 128 random bits, written as 26 characters in Crockford base32. It is minted once and carries no information about the thing. An identifier is never deleted or reused.

The IRI is https://ipso.is/ followed by the identifier. A retired identifier answers that it is gone and may name a successor.

Every identifier path here gets the same answer whether or not the identifier exists. Resolving requires sign-in. The resolver is not open yet.
